On March 28, the Information Office of Liaoning Provincial People’s Government held the ninth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC —— Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”. During the conference, the official from Liaoning Provincial Development and Reform Commission presented the key tasks and specific measures aiming to make new breakthroughs in promoting the coordinated development of “One Circle, One Belt and Two Zones”. Officials from the Department of Natural Resources of Liaoning Province and the Department of Agriculture and Rural Affairs of Liaoning Province took questions from journalists.
In 2023, Liaoning has set a three-year plan of coordinated regional development, with a focus on tasks in six aspects, which includes promoting the integrated development of Shenyang modern metropolitan circle, building a high-quality coastal economic belt, establishing a strategic pilot zone in Western Liaoning integrated into the Beijing-Tianjin-Hebei coordinated development strategy, accelerating the development of Eastern Liaoning Green Economic Zone, enhancing the comprehensive strength of the county-based economy, and making the province a strong marine economy.
Liaoning Province has announced plans to enhance the strength of its county-based economy by promoting the development of industries in counties. The province will vigorously cultivate leading industries in counties and select the key promotion projects of county industries in 2023. Additionally, Liaoning Province will establish three new marine pastures and five new processing clusters for agricultural products. Liaoning will also upgrade and renovate a number of trade centers, large and medium-sized supermarkets, and marketplaces. A number of new and renovated county-level logistics distribution centers and township express logistics sites will also be created. To boost tourism, Liaoning Province will support the Wunyu Mountain Scenic Area in Huanren Manchu Autonomous County and Tianqiaogou Scenic Area in Dandong City in their efforts to secure national 5A ratings. Moreover, the province aims to create five national key villages of rural tourism and 20 provincial ones.
In a move to enhance its marine economy, Liaoning Province has revealed plans to vigorously develop marine fisheries. The province will focus on building modern marine pastures to a high standard and promoting the construction of five core areas, including the estuary of Yalu River, the Changshan Archipelago, the western part of the Liaodong Peninsula, the northern part of Liaodong Bay, and Western Liaoning. Liaoning Province aims to create more than three national marine pasture demonstration areas. To support sustainable offshore fishing, Liaoning Province will establish a national offshore fishing base. The province will upgrade the function of the port at the Liaoning Dalian (Liaoyu) National Offshore Fishing Base, and renovate and expand the infrastructure facilities of the fishing port.
With Shenyang and Dalian set to play more significant roles in leading the development of the region, a regional development pattern will be formed, which leverages complementary advantages and synergies to boost the economy. Liaoning Province plans to enhance the comprehensive strength of the marine economy and the vitality of the county-based economy. The province aims to achieve a new breakthrough in coordinated regional development by 2025.
