Liaoning Strives to Promote Urban Renewal Action

On March 30, the Information Office of Liaoning Provincial People’s Government held the eleventh in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC — Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”.
In 2023, Liaoning will focus on building livable, resilient, and intelligent cities, and strive to promote the implementation of urban renewal action. The province will target high-quality development goals and prioritize seven tasks, including the renovation and transformation of old urban pipeline networks, the renovation of old urban residential communities, the implementation of intelligent management of municipal infrastructure, the construction of sponge cities, the deepening of heating system reform, the promotion of classification of municipal solid waste, and the pilot construction of integrated communities.
This year, the renovation of old urban residential communities has been designated as a significant initiative for improving people’s standards of living and promoting regional development, and is considered a key part of the 15 major projects prioritized by the provincial government. The province makes significant progress by implementing a list-based, project-based, and engineering-based approach. In 2023, Liaoning plans to renovate 1,200 old urban residential communities with a total floor area of 48.89 million square meters, involving 714,000 households and 11,923 buildings, with an estimated investment of approximately 14.6 billion RMB.
Shenyang and Dalian will build a system for the classification and treatment of municipal solid waste, with the recycling and utilization rate of the waste maintained at over 35%. Other cities in Liaoning will achieve a recycling and utilization rate of over 25% for municipal solid waste. The coverage rate of waste classification in residential areas of prefecture-level and above cities will reach over 90%.
Since 2021, Liaoning Province has renovated 2,449 old urban residential communities, benefiting 1.111 million households. The province has also renovated 10,180 kilometers of old gas, water supply and drainage, and heating pipelines, built 2,795 pocket parks, designated four new provincial-level historical and cultural blocks, 16 historical and cultural towns, 263 famous villages (traditional villages), and 351 historical buildings. A series of modern and happy living scenes and spots, such as the Shenyang Hongmei Cultural and Creative Park, the Dalian Bay Undersea Tunnel, the renovation of old urban residential communities in Anshan, Memorial Park of Chinese Volunteer Army in Dandong, the Centennial Racetrack City in Fuxin, and the People’s Park in Chaoyang, have continued to emerge, and people’s sense of fulfillment, happiness, and security have been continuously improved.
