Liaoning Province is improving the construction of channels and platforms, promoting coordinated regional development, and driving high-quality development through a high-level opening-up.
On April 3, the Information Office of Liaoning Provincial People’s Government held the thirteenth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC — Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”. The journalist learns from it that Dandong, Jinzhou, Yingkou, and Panjin will focus on high-quality construction of the coastal economic belt this year, with the goal of achieving new breakthroughs in promoting economic growth.
In 2023, Dandong will concentrate on coordinated development, accelerating integration into the new pattern of regional development, actively joining the coastal economic belt, promoting the construction of the “Yellow Sea Wing” of the coastal economic belt, and deepening and expanding cooperation with other coastal cities in logistics, tourism, urban and rural construction, and other fields. Dandong will also vigorously develop its marine economy, establish a cluster of aquatic product processing, build the core area of the Yalu River Estuary marine ranch with high standards, add 900,000 mu of aquaculture sea area, and accelerate the construction of Donggang Fishing Port Economic Zone and Dadonggou Central Fishing Port.
This year, Jinzhou is prioritizing project construction, improving the level of urban development, implementing comprehensive measures to boost exports, encouraging and supporting foreign trade enterprises to participate in the China International Import Expo, Liaoning International Fair of Investment and Trade, and other events, and strengthening cooperation between foreign trade enterprises and RCEP countries and countries along the Belt and Road. Jinzhou will also implement the “Double Increase Action” for the number of foreign trade enterprises and export scale, and promote “Zero Foreign Trade” industrial enterprises above designated size, “Young Eagle” “Gazelle” “Unicorn” and other enterprises to carry out import and export. Jinzhou will support key enterprises in developing cross-border e-commerce businesses and building a number of overseas warehouses.
Fully leveraging the synergy of regional coordinated development and focusing on achieving new breakthroughs in whole-area development and opening up, this year, Yingkou will promote the deep integration of port-industry-city, improve port infrastructure and the collection and distribution system, accelerate the construction of key projects such as the Xianren Island Port Logistics Expressway, and enhance the port’s capacity. Yingkou will also accelerate the construction of a port-based national logistics hub and a national backbone cold chain logistics base, promote the stable development of sea-rail intermodal transport, and build an important hub city for “Northern Grain Southward Transportation”. Yingkou will strengthen land-sea coordination, promote the development of port industries, and accelerate the development of the marine economy.
In 2023, Panjin will focus on five special action plans, namely, industrial growth, rural revitalization, creating a complete industry chain of petrochemicals and fine chemicals, ecological civilization construction, and deepening central-local cooperation. Panjin will give full play to the “basic role of consumption” and the “key role of investment”, implement 500 projects with an investment of over 5 million yuan, sign up 200 registered projects, and cultivate and expand new industries and models to release consumption potentials, ensuring that the economy operates within a reasonable range.
