On June 15, the Information Office of Liaoning Provincial People’s Government held the fourth press conference of a thematic series titled “Building a First-Class Business Environment”. The conference presented an overview of the measures taken by Liaoning this year to strengthen the construction of the market environment, cultivate and expand business entities, and make every effort to help them overcome challenges and difficulties.
Market entities in Liaoning have shown a positive development trend, achieving all expected targets. By the end of May 2023, the total number of market entities in Liaoning reached 4.8583 million, an increase of 6.43% year-on-year, exceeding the target for the first half of the year. Among them, there were 1.2608 million enterprises, up 6.19% year-on-year, and 3.5316 million individual businesses, an increase of 6.65% year-on-year. From January to May, 305,200 new market entities were registered in Liaoning, an increase of 16.31% year-on-year. Among them, 70,200 were newly registered enterprises, up 4.35% year-on-year, and 234,100 were newly registered individual businesses, an increase of 20.43% year-on-year.
Since the beginning of the year, tax authorities at all levels in Liaoning have taken multiple measures to fully implement various preferential tax and fee policies. From January to April, Liaoning has added tax and fee reductions, as well as tax rebates and deferrals, totaling 10.51 billion yuan. Among them, the policy of reducing the tax rate for small-scale taxpayers from 3% to 1% resulted in 840 million yuan in new tax reductions, benefiting 109,000 taxpayers. The policy of continuing to phase in a reduction in unemployment insurance rates resulted in 1.48 billion yuan in new fee reductions, benefiting 321,000 payers and effectively reducing the burden on business entities.
State Grid Liaoning Electric Power Supply Co., Ltd. has further improved its “three zeros” and “three saves”services, implementing the “three zeros” service policy of zero home visit, zero approval, and zero investment for small and micro enterprises with a capacity of 200 kilowatts and below in Shenyang and Dalian, and for those with a capacity of 160 kilowatts and below in other areas. For customers in provincial-level and above parks, electric energy substitution, and electric vehicle charging stations, the company provides “three saves” services that save effort, time, and money. From January to May, a total of 20,100 low-voltage small and micro enterprises were provided with “three zeros” services, saving customers 278 million yuan in electricity costs.
In accordance with the national unified deployment, the Liaoning Administration for Market Regulation will launch the Liaoning “Individual Business Service Month” activity in July. Focusing on the theme of “accurate service, optimized environment, and improved quality”, the activity aims to address the difficulties and demands in the development of individual businesses and mobilize all forces to widely publicize and implement various policy measures, guiding the whole society to care for and support the development of individual businesses and improve their quality of development.
