On June 26, the Information Office of Liaoning Provincial People’s Government held the sixth press conference of a thematic series titled “Building a First-Class Business Environment”. The conference provided an overview of Liaoning’s efforts this year to strengthen supervision and discipline in the business environment, focusing on the main measures, progress and achievements, highlights, and next steps for the deep and substantial transformation of business environment across the province.
Up to now, the Liaoning Provincial Commission for Discipline Inspection and the Provincial Supervisory Commission have assigned two batches of 8,651 business environment issues. Among them, 5,864 were in the first batch, of which 5,657 have been resolved with a completion rate of 96.5%; 2,787 were in the second batch, of which 2,523 have been resolved with a completion rate of 90.5%. The two commissions have urged government agencies, state-owned enterprises, and public institutions to repay defaulted debts of 3.279 billion yuan and fulfill 713 unmet government commitments, corrected 362 improper executions in the judicial field and promoted the allocation of 484 million yuan in overdue execution payments, and advanced the delegation of 39 approval items.
To carry out supervision actions in a solid and effective manner, Liaoning has integrated the supervision of the business environment and the purification of the primary-level political ecosystem and continued to implement a package of ten measures, such as the “Three Sunshine Services”, to create a favorable ecosystem for business environment optimization.
For example, Liaoning has deepened the use of the “Liaoning’s Three Sunshine Services” supervision system platform, which is the first of its kind in China to cover provincial, city, county, township, and village levels. Through networked, visual, and intelligent means, the platform has achieved the digital transformation of village-level public information posted from “on the wall” to “on the Internet”. As of now, it has covered all villages and communities in Liaoning, with over 8.71 million registered users and more than 3.68 million online disclosures of Party affairs, village or community affairs, and financial information. As a result, the number of public complaints and reports from villagers and community members has decreased by 48.2% year-on-year; 34,000 public issues and 207,000 potential issues have been tracked and resolved; a total of 6.62 million people have participated in online evaluations, with a satisfaction rate consistently above 99.9%. By advancing online transparency to promote fair use of power offline, Liaoning has explored a new model for modernizing primary-level governance systems and capacity.
