On June 30, the Information Office of Liaoning Provincial People’s Government held the eighth press conference of a thematic series titled “Building a First-Class Business Environment”. During the conference, officials provided an overview of the main measures, progress, highlights, and upcoming plans for creating a market-oriented, rule-of-law-based, and internationally renowned first-class business environment in Yingkou and Panjin this year.
Yingkou has successfully implemented “One-Stop Online Service” for frequently-used services, allowing over 80% of government affairs services to be completed online. Over 90% of high-frequency convenient services are now accessible online and on cellphone applications at any time. Currently, there are 295,500 registered market entities in Yingkou, ranking fifth in the province with a year-on-year growth of 4.34%. The actual utilization of foreign investment is expected to reach 21.41 million US dollars, showing a year-on-year increase of 47.9%. To foster a thriving innovation ecosystem, Yingkou has witnessed the incorporation of 249 new registered technology-oriented small and medium-sized enterprises. Furthermore, over 1,300 cultivated talent-based technology enterprises have been established. The fruitful outcome of this endeavor has manifested in the transformation of 30 scientific and technological breakthroughs into tangible real-world applications, amounting to an impressive cumulative registered value of 500 million yuan in technology contracts.
Panjin is building a “Striving for Excellence in Every Endeavor” service model to promote the reform of “One Submission, Efficient Task Execution”, providing integrated services to enterprises and the public more than 18,000 times. To promote the construction of the “Integrity-Led Liaoning Government Service Window”, the city has included 12,000 high-frequency and hot topics in the “No Personal Connections Needed for Services” Guide and publicly displayed them in 623 service halls, making “No Personal Connections Needed for Services, No Bribery in the Exercise of Power” a characteristic of Panjin. The government, with a focus on supporting distressed enterprises, has assigned 974 officials to engage in enterprise assistance efforts. Three mechanisms have been established: coordination and promotion, classification-based resolution, and follow-up supervision. A total of 284 concerns and requests from businesses were collected, and as a result, 176 of them have been successfully addressed and resolved.
