On July 4, the Information Office of Liaoning Provincial People’s Government held the first press conference of a thematic series titled “Improving People’s Wellbeing and Delivering Practical Services to Benefit the People”. The conference introduced the main measures, progress, highlights, and plans of Liaoning’s efforts this year. These efforts include achieving high-quality and full employment, implementing the “Liaoshen Spring Assistance for Enterprises and Employment” special action to ensure job security, promote employment and boost revitalization, expanding primary-level public employment services, and increasing the basic pension for retirees.
In the first half of 2023, Liaoning added 254,000 new urban jobs, a year-on-year increase of 3.6%, and the proportion of new employment among the youth and middle-aged group between 18 and 45 steadily rose to 65.2%. The overall employment situation in the province has remained stable.
By the end of May, 31.539 million people in Liaoning have been covered by basic pension insurance, 8.066 million by workers’ compensation, and 6.635 million by unemployment insurance. From January to May, the coverage rate in workers’ compensation for new construction projects in Liaoning reached 100%. The social security and benefits in the province have improved steadily.
In the first five months of 2023, Liaoning has provided support to stabilize employment for a total of 729,000 positions in enterprises, carried out 88,000 “Policy Support”, “Employment Provision”, and “Service Supply” activities, offered subsidized training for 119,200 people, and helped enterprises and projects fill 329,000 employment gaps.
Next, Liaoning will continue to implement an employment-first strategy and promote the “Liaoshen Spring Assistance for Enterprises and Employment” special action. The province will ensure that 100% of college graduates from disadvantaged families who are willing to work can find jobs and provide policy-based jobs as required for those older people with poor market-oriented employability and long-term unemployment status. It will also strengthen skill training to promote employment, create local entrepreneurial brands, and provide more comprehensive and high-quality support for entrepreneurs in areas such as finance, venues, and training. Besides, it will coordinate the promotion and development of public employment projects, and meet the people’s basic living needs, ensuring that pension benefits will be paid on time and in full.
