In the first half of this year, the number of sci-tech small and medium-sized enterprises (SMEs) in Liaoning continued to grow at a high rate. By the end of June, 6,509 sci-tech SMEs were added in Liaoning, reaching a total of 29,551, with a year-on-year growth of 62.7%, and three batches of 5,900 sci-tech SMEs have been announced to be included in the information database, with a year-on-year growth of 39.7%.
Over the past three years, the annual average growth rates of sci-tech SMEs and high-tech enterprises in Liaoning have reached 45.3% and 26.1% respectively, ranking 13th and 12th in China. By the first half of this year, the province has nurtured a total of 4,498 new economy enterprises, including “young eagle”, “gazelle”, “unicorn” ,etc.
Liaoning supports enterprises to take the lead in undertaking provincial science and technology plan projects, with 70.8% and 71.3% of funds for enterprise-led projects in 2021 and 2022, respectively. A series of significant technological achievements have been made in areas such as robotics, IC equipment and energy storage, and a number of innovative enterprises with international competitiveness, such as SIASUN Robot & Automation, Piotech, and Rongke Power, have accelerated their development and growth. At the same time, Liaoning supports enterprises to act as alliance leaders and take the lead in forming 400 provincial-level typical substantive industry-university-research alliances, bringing together over 1,200 backbone enterprises, over 1,100 universities and research institutions to carry out industry-university-research collaborative innovation.
Liaoning has also implemented the “Enjoy Without Application” reform, incorporating policies such as “income tax reduction” and “additional deductions for R&D expenses” into the province-wide “Enjoy Without Application” reform list. In 2022, the number of companies in the province benefiting from the policy of additional deductions for R&D expenses reached 7,052, an increase of 43.8% from the previous year. The amount of pre-tax additional deductions amounted to 23.926 billion yuan, a 63.6% increase from the previous year.
