On September 7, the Information Office of Liaoning Provincial People’s Government held a press conference to mark the first anniversary of the inauguration of the four key laboratories in Liaoning. The conference provided an overview of the advancements made in the progression of the Liaoning Academy of Materials, Liaoning Liaohe Laboratory, Liaoning Binhai Laboratory, and Liaoning Huanghai Laboratory.

On September 5, 2022, Liaoning embarked on advantageous scientific and industrial fields, including new materials, equipment manufacturing, intelligent manufacturing, clean energy, and fine chemicals. Under a novel institutional mechanism, it officially unveiled and initiated the establishment of four key laboratories, namely the Liaoning Academy of Materials, Liaoning Liaohe Laboratory, Liaoning Binhai Laboratory, and Liaoning Huanghai Laboratory. Following a year of construction and development, the research infrastructure of these laboratories has been continuously improved. The operational management mechanisms have been gradually established, and the aggregation of innovative resources has accelerated appreciably. Moreover, the research output capacity and the radiating and driving force have been progressively becoming evident.

Currently, the four key laboratories have a robust cadre of 582 researchers, propelled by a project-driven model. This esteemed group includes 17 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering, as well as two foreign academicians. Strategic cooperation agreements have been signed with a group of leading enterprises to jointly establish six innovation platforms, encompassing industrial technology innovation centers, joint laboratories, and collaborative research and development centers. A total of 56 key research projects have been initiated and implemented, spurring the transformation of 30 scientific and technological achievements in Liaoning, with a cumulative contract value of 380 million yuan.

Liaoning is poised to expedite the high-level construction and operation of the four key laboratories. This will bolster technological support for the establishment of a regional science and technology innovation center with national influence, and the development of three trillion-level bases and 22 industrial clusters. Liaoning is steadfast in its commitment to contribute its wisdom and strength to China’s pursuit of high-level scientific and technological self-reliance and strength.
