On October 24, the Information Office of Liaoning Provincial People’s Government held the third press conference of the series on the economic performance of Liaoning in the first three quarters (Q1-Q3) of 2023, presenting an overview of Liaoning’s dedicated efforts in promoting stable growth of the industrial economy, facilitating industrial structural adjustment, and accelerating the transformation towards high-end, intelligent, and green manufacturing in the first three quarters of 2023.
From January to September, the value added of industries above the designated size in Liaoning increased by 4.5% year-on-year, exceeding the national average by 0.5 percentage points. Among the 14 cities of Liaoning, 13 achieved positive growth, with 7 cities outpacing the national average and surpassing the provincial average. The industrial economy of the province has been steadily recovering and overall improving, maintaining a growth momentum that exceeds the national average level, effectively supporting the steady growth of the provincial economy.
In the first three quarters, Liaoning Province has made concerted efforts to promote stable growth in its industrial economy. The province implemented action plans to stabilize the growth of ten key industries, including automobiles, electronics, steel, and light industry, aiming to achieve high-quality and rapid development in the industrial sector. The province focuses on optimizing enterprise services and coordinating solutions for issues related to land use, financing, market access, and transportation of heavy goods. It also emphasizes enhanced cooperation and connectivity to support collaboration between the central and local governments in the industrial sector, and facilitates the optimization of production at PetroChina Liaoning refineries, Ansteel, and Bensteel, leading to stable production and increased output. Furthermore, measures are implemented to ensure the availability of production factors such as coal and natural gas, as well as to secure a stable power supply. Additionally, the province expands effective investments to drive the construction of key projects.
Liaoning Province has made significant efforts to promote industrial structural adjustment and strengthen its capacity to safeguard national industrial security. It has accelerated the construction of three trillion-yuan-level industrial bases, implementing special initiatives to develop advanced manufacturing clusters. These actions aim to enhance the resilience and security of industrial and supply chains while fostering the growth of high-quality enterprises.
To accelerate the transformation towards high-end, intelligent, and green manufacturing, Liaoning has actively cultivated emerging industries, accelerated the digitalization, networking, and intelligent transformation of the manufacturing sector, and promoted green and low-carbon development. At the same time, efforts are made to support Shenyang and Dalian in becoming among the first batch of pilot cities for the digital transformation of small and medium-sized enterprises at the national level.
