On December 31, 2021, Liaoning Province officially submitted its bid to host the 15th National Winter Games in 2028 to the General Administration of Sport of China. After nearly two years of efforts, the bid was approved, and Liaoning successfully won the bid to host the Winter Games.

Liaoning boasts distinct advantages in hosting the Winter Games. Firstly, the province has rich experience in organizing high-level sporting events. In recent years, Liaoning has hosted international and domestic high-level ice and snow sports events, including freestyle aerial skiing and snowboarding halfpipe. It has also hosted national-level ice and snow events for the general public and youth, demonstrating a high level of event organization.

Secondly, Liaoning owns favorable conditions for hosting the National Winter Games. Situated in Northeast China, the province enjoys unique geopolitical and environmental advantages for ice and snow sports and the development of the ice and snow economy.

Thirdly, Liaoning has a solid social foundation for hosting the Winter Games. During the Beijing 2022 Winter Olympics, athletes from Liaoning won one gold medal and one silver medal, making outstanding contributions to the Chinese sports delegation’s participation in all events and achieving historic results. Hosting the Winter Games in Liaoning will promote the overall advancement of competitive ice and snow sports in the province and make significant contributions to building a sports powerhouse.

According to the event arrangement for the 15th National Winter Games, a total of 20 venues and facilities will be required for hosting all competitions. Currently, Liaoning has 10 indoor ice rinks and 32 ski resorts. Among them, ice rinks such as the Shenyang Sport University Ice Rink will be upgraded to be able to host ice events such as short-track speed skating, figure skating, and ice hockey. Ski resorts such as the Northeast Asia Ski Resort in Shenyang will be upgraded to be able to host snow events such as freestyle skiing and snowboarding.

To better host the Winter Games and promote the high-quality development of ice and snow sports and the ice and snow industry in Liaoning, the Shenyang competition area will build the “Shenyang Ice Center”, the Fushun competition area will construct the “Fushun Snow Center Longgang Mountain Ski Resort”, and a winter biathlon venue will be built in Baiye Base of Liaoning Sports Training Center competition area.
