Hainan and Liaoning are both coastal provinces of China, and there are close and frequent exchanges and interactions between Hainan’s Yangpu Port and Liaoning’s coastal ports. In July 2020, the container freighter "Tianlonghe" from Jinzhou, Liaoning docked at the Xiaochantan Container Terminal in the Yangpu Port, completing the first voyage integrating the domestic and foreign trade routes from Jinzhou to Yangpu, Hainan.

As a beacon of high-quality opening-up in China, the Yangpu Port is changing with each passing day. The port is not only in a forest of container cranes, but also full of containers, which is spectacular. Although people are not seen in the operation area, on-site production is very busy, revealing that the Yangpu Port is supported by intelligent empowerment, making on-site production smarter, more accurate, more simplified and more secure.
Established in 2007, the Yangpu Bonded Port Area began special customs operations in October, 2008, becoming the first bonded area established in Southern China and the fourth largest of China’s bonded port areas. With the new historical opportunities provided by the construction of Hainan as a Free Trade Port (FTP), Yangpu has been designated as a pilot demonstration area. The Yangpu Bonded Port Area is taking the lead in implementing an import and export management mechanism featuring free flow through the “first line” and efficient control at the “second line”. Meanwhile, to create a “model room” for the rest of the FTP prior to the start of island-wide special customs, operation-stress tests are carried out within it.
With a clearly determined business promotion situation that focuses on the application of free trade port policies, Yangpu is vigorously introducing industries (such as high-end tourism consumer goods manufacturing, port and shipping logistics and cross-border e-commerce), rapidly implementing an increasing number of policies, and introducing the results of existing policies (such as simplifying front-line declarations, exempting the sales of goods that have undergone value-added processing from tariffs, and providing freedom within the zone).
