On December 28, the Information Office of Liaoning Provincial People’s Government held a press conference, providing an overview of the efforts made by Shenyang Customs in optimizing the business environment and its contribution to the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs in Liaoning.
In 2023, in accordance with the unified deployment of the General Administration of Customs of the People’s Republic of China, Shenyang Customs has made vigorous efforts to create a market-oriented, rule-of-law, and international business environment. With a focus on six key areas, including promoting the facilitation of customs clearance, optimizing the development environment for foreign trade, stabilizing the foundation of foreign trade industries, establishing mechanisms for connecting with key local projects, promoting the construction of smart customs, and supporting the development of new forms and models of foreign trade, Shenyang Customs formulated a list of 36 tasks to optimize the business environment, achieving positive results.
Leveraging its geographical advantages, Shenyang Customs has provided strong support for the construction of the international logistics corridor. Since the launch of the China Railway Express (Shenyang) in 2015, it has connected six border ports, including Erenhot, Manzhouli, Suifenhe, Alashankou, Horgos, and Tongjiang, and transported over 300 kinds of goods, playing an increasingly prominent role as an international logistics corridor. Shenyang Customs has also developed the “China Railway Express +” model, operating special trains such as “Express + Automobiles”, “Express + Photovoltaic Energy”, and “Express + Cold Chain Goods”, while exploring the implementation of a regulatory model combining “Express + Bonded Zone + E-commerce”. These efforts have stimulated the formation of a positive development pattern of “transportation promoting trade and trade stimulating transportation”.
At the same time, in response to the accelerated clustering of the aviation industry in the Shenyang Comprehensive Bonded Zone and the continuous growth of new business formats such as cross-border e-commerce and bonded exhibitions, Shenyang Customs has innovated regulatory models, supported the development of the aviation industry within the zone, optimized the regulatory model for cross-border e-commerce, and promoted the development of the bonded exhibition of art products.
Furthermore, Shenyang Customs has expedited the implementation of customs clearance facilitation measures, ensured the security and stability of the industrial and supply chains, supported the creation of internationally competitive advanced manufacturing hubs, and facilitated the smooth customs clearance of imported bulk commodities. Moreover, Shenyang Customs has expanded the “release before inspection” procedure for bulk commodity imports and piloted the “ship-side delivery” operation mode for nickel ore, eliminating the need for storage in the port area and multiple handling and unloading processes, thus facilitating the customs clearance of imported bulk commodities.
Moving forward, Shenyang Customs will continue to fulfill its role, safeguard the national gate, promote development, and create a first-class port business environment.
