On January 19, the Information Office of Liaoning Provincial People’s Government held the first press conference of the series on the economic performance of Liaoning in 2023, presenting a comprehensive overview, major achievements, distinctive features and highlights of the province’s economic performance in 2023. The conference also featured the release and interpretation of the economic data for the year 2023 in Liaoning.

According to the unified accounting results of the regional gross domestic product (GDP), Liaoning’s GDP reached 3,020.94 billion yuan in 2023, calculated at constant prices, representing a growth of 5.3% compared to the previous year and exceeding the national average by 0.1 percentage points. The added value of the primary industry amounted to 265.10 billion yuan, an increase of 4.7%; the secondary industry reached 1,173.45 billion yuan, showing a growth of 5.0%; and the tertiary industry contributed 1,582.39 billion yuan, achieving a growth rate of 5.5%.

Grain production reached a historic high. In 2023, Liaoning’s total grain output amounted to 25.634 million tons, an increase of 789,000 tons or 3.2% compared to the previous year. Vegetable and edible mushroom production reached 21.397 million tons, marking a growth of 4.1%. Fruit production stood at 9.282 million tons, with a growth rate of 5.5%. The number of slaughtered pigs reached 29.705 million, showing a growth of 2.6%. Additionally, the production of aquatic products (excluding deep-sea fishing) amounted to 4.906 million tons, reflecting a 3.9% increase.

The industrial sector maintained favorable operations. The added value of industries above the designated size in Liaoning increased by 5.0% compared to the previous year, surpassing the national average by 0.4 percentage points. Specifically, the added value in the equipment manufacturing industry grew by 9.1%.

The modern service industry experienced rapid growth. The added value of Liaoning’s service industry increased by 5.5% compared to the previous year. Within this sector, the added value of wholesale and retail trade increased by 5.9%, while accommodation and catering services saw a growth of 17.1%. Notably, from January to November 2023, industries above the designated size involved in the internet and related services, culture, sports, and entertainment, as well as software and information technology services, achieved respective operating revenue growth of 36.7%, 20.3%, and 12.4%.

The market sales scale continued to expand. The total retail sales of consumer goods in Liaoning reached 1,036.21 billion yuan, representing a growth of 8.8% compared to the previous year and surpassing the national average by 1.6 percentage points. Online retail sales of physical goods grew by 8.8%, accounting for 19.5% of the total consumer goods retail sales, an increase of 0.4 percentage points from the previous year.

Central project investment showed promising growth momentum. Liaoning’s fixed asset investment increased by 4.0% compared to the previous year, surpassing the national average by 1.0 percentage point. Notably, investment in central projects grew by 29.3%.

Fiscal revenue and expenditure maintained stable operation. The general public budget revenue of Liaoning Province reached 275.40 billion yuan in 2023, representing a growth of 9.1% compared to the previous year. Among this, tax revenue amounted to 187.06 billion yuan, showing a growth rate of 12.4%. General public budget expenditure reached 656.73 billion yuan, with a growth rate of 4.9%.

The income growth rate of rural residents exceeded that of urban residents. The per capita disposable income of Liaoning residents in 2023 reached 37,992 yuan, representing a growth of 5.3% compared to the previous year. When categorized by permanent residence, the per capita disposable income of urban residents reached 45,896 yuan, showing a growth of 4.3%, while rural residents’ per capita disposable income reached 21,483 yuan, marking a growth rate of 7.9%.
