On February 26, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce the special initiative in Liaoning entitled “Technology Specialists Integrating into Enterprises, Facilitating a Promising Start”.

With a solid foundation in scientific and educational resources, Liaoning boasts 114 universities and colleges, 6 research institutions affiliated with the Chinese Academy of Sciences, and 97 national-level innovation platforms. It is home to 61 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering, showcasing evident advantages in technological research and development, talent cultivation, and innovation capacity. In 2024, Liaoning will proactively carry out the special initiative entitled “Technology Specialists Integrating into Enterprises, Facilitating a Promising Start”, guiding universities, research institutions, and science and technology service agencies to select “technology specialists” based on enterprise demands. These specialists will assist companies in tackling challenges related to technology, talent, and services. Initially, a batch of 300 specialists will be dispatched, with a projected total of 1,000 by the end of 2024.

The special initiative places particular emphasis on establishing a long-term mechanism for technology specialists to serve enterprises, encompassing the formulation and issuance of management measures. These measures clarify the selection criteria, job responsibilities, selection procedures, work management, and guarantee measures for technology specialists. Additionally, an online digital management service platform for technology specialists has been established, creating a “demand repository” for technology enterprises and an “expert repository” for technology specialists, thereby facilitating the seamless connection between the two sides. Furthermore, the initiative promotes overall interaction among technology specialists, universities, research institutions, and technology enterprises, forming a service model that combines “technology specialists + teams + universities and research institutions + enterprises”.

To enhance the service provided by technology specialists to enterprises, Liaoning has intensified its support for these individuals embedded within companies, offering incentives in terms of personal professional titles, collaborative projects, and organizational management. This includes issuing technology innovation vouchers for technology specialists, providing financial support for the transformation of achievements and the establishment of research and development platforms between enterprises and technology specialists, as well as offering rewards and support to dispatched units such as universities and research institutions that demonstrate significant organizational effectiveness.

The special initiative also encourages the active involvement of technological forces from various sectors of society in the work of technology specialists, aiming to build a high-quality team of technology specialists. Priority is given to selecting scientific and technological personnel from research institutions and universities in Liaoning as technology specialists, while also encouraging and supporting the participation of high-end talents such as experts from other provinces in China and foreign experts. Furthermore, the special initiative closely aligns with enterprise demands, employing methods such as “enterprise selection” and “mutual selection” to accurately match enterprise technological requirements with the expertise of technology specialists, thereby fostering cooperative intentions.
