Liaoning to Achieve an 88.3% Ratio of Good Air Quality Days

On March 21, the Information Office of Liaoning Provincial People’s Government held the seventh press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting the province’s major plans and specific measures aimed at fostering a green and low-carbon economy and constructing a beautiful Liaoning this year.

Looking ahead to 2024, Liaoning will further intensify its endeavors in pollution prevention and control. A remarkable goal has been set to achieve an impressive 88.3% ratio of good air quality days, with a fine particulate matter concentration capped at 34 micrograms per cubic meter, while reducing heavily polluted days to below 0.7%. In line with this, Liaoning is determined to establish a list of key projects for “Zero-Waste Cities”. This initiative will propel the construction of national-level “Zero-Waste Cities” in Shenyang, Dalian, and Panjin, adhering to stringent standards, and accelerate the development of provincial-level “Zero-Waste Cities” in ten cities and counties (districts), including Yingkou and Fuxin.

The year 2024 heralds bright prospects for Liaoning’s advancement of high-quality new energy development, with a strong emphasis on expanding clean energy sources. The province will prioritize the rapid and robust growth of wind power and photovoltaic power, expediting the construction of onshore wind power projects, while adopting a scientific and rational approach to plan and harness offshore wind energy resources. Liaoning will also actively, securely, and systematically develop nuclear power, expediting the construction of four units at the Xudapu Nuclear Power Plant and laying the groundwork for the first phase of the Zhuanghe Nuclear Power Plant. Moreover, Liaoning is committed to the scientific and orderly development of hydrogen energy and other emerging energy sources, advancing the progress of the “Shenyang-Dalian Hydrogen Energy Expressway”.

Notably, Liaoning is taking further strides to combat desertification of Horqin. In 2023, comprehensive land management measures were successfully implemented across 4.047 million mu (approximately 269,800 hectares) of desertification areas spanning 24 counties (districts) in nine cities of Liaoning. Building upon this achievement, Liaoning aims to accomplish a similar feat by managing 3.842 million mu (approximately 256,133 hectares) in 2024. This target includes 2.633 million mu (approximately 175,533 hectares) for the forestry and grassland mission, 740,000 mu (approximately 49,333 hectares) for the treatment of agricultural desertification areas, 413,000 mu (approximately 27,533 hectares) for the management of small watersheds, and 56,000 mu (approximately 3,733 hectares) for the rehabilitation of abandoned mines.
