On April 1, the Dalian Cooperation Center of the Russian Export Center was founded at the Regional Comprehensive Economic Partnership (RCEP) Service Center in the Dalian Area of the China (Liaoning) Pilot Free Trade Zone. This is the first regional cooperation center established in China by the Russian Export Center.

The Russian Export Center is a state-owned agency of the Russian federal government, mainly responsible for promoting the export of Russian non-energy products and services, and providing Russian export enterprises with full-chain trade support from market development and financial supply chain to the signing and implementation of export contracts. Before this year’s Spring Festival, the Russian Export Center and Liaoning Province jointly organized the Russian Food Culture Festival to support the China-Russia Year of Culture and create new international consumption scenarios in Liaoning Province.

China’s Dalian has close economic and trade exchanges with Russia. The cooperation center established this time is located in the Dalian Free Trade Zone (DFTZ), which has the characteristics of resource sharing and complementary advantages with Russia in terms of industrial foundation and logistics channels. A number of key cooperative enterprises with Russia have chosen to settle in the DFTZ. Currently, there are more than 110 economic and trade enterprises with Russia in the DFTZ, and in 2023, the import and export volume with Russia was approximately 12.6 billion yuan.

The Dalian Cooperation Center of the Russian Export Center was jointly established by the Russian Export Center and Dalian Tieyue Group. Its business scope mainly includes business docking between Chinese and Russian enterprises, Sino-Russian cultural and people-to-people cooperation, conference and exhibition docking, foreign trade business docking, consultations of various types of visas and qualification certificates in China and Russia, etc. This aims to build a bridge for in-depth cooperation between Chinese and Russian enterprises, promote Sino-Russian economic and trade exchanges, and attract Russian enterprises to invest in Dalian.
