Liaoning Promotes Banks to Expand Credit Supply

On August 8, the Information Office of Liaoning Provincial People’s Government held the third press conference of the series titled “Optimizing the Business Environment”, presenting the province’s major deployment and significant progress in deepening the reforms of land use approval, the construction project approval system, and municipal public services, ensuring the supply of human resources, and offering financing services through multiple channels in the first half of the year.

Liaoning has furthered the reform of the construction project approval system. Specifically, the average review time for large projects has been reduced from the previous 15 working days to 9.1 working days, while that for medium and small projects has been shortened from 10 working days to 6.3 working days. At the same time, the province has continued to streamline the land use approval process and injected new momentum into the development of development zones (parks and new areas) by granting greater autonomy in land use to the zones.

Liaoning has promoted banks to steadily increase the scale of credit supply. As of the end of June this year, the total RMB loan balance in the province reached 5.5 trillion yuan, up by 3.2% on a comparable basis from the same period last year, with an actual addiction of 145.7 billion yuan since the beginning of the year. Notably, loans to the province’s scientific research and technical service industry surged by 17.9% year-on-year, green loans by 25.3%, and infrastructure-related loans by 7%, all significantly surpassing the average growth rate of RMB loans in the province.

Moreover, Liaoning has ensured the supply of human resources through all factors of production. In the first half of the year, a total of 6,661 themed recruitment activities were organized, offering 2.183 million job positions. Additionally, 132,000 people participated in subsidized vocational skills training, with 130,000 new skilled workers added, including 38,000 highly skilled personnel.
