On December 3, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting Liaoning’s efforts to build itself into a youth development-oriented province.
Shenbei New District in Shenyang has established the Shenyang Yingcai Demonstration Community, the first new-generation large comprehensive youth community in Northeast China, and has introduced preferential policies, such as free rent for three months and subsidies of a maximum of 500 yuan each month for young talent in different fields and at different levels.
To support the development of youth in Liaoning, the province has upgraded, renovated, expanded and built more than 30 “youth hostels”, “youth apartments” and “youth communities”, striking a balance between production, living conditions and the environment to meet the housing needs of young people seeking employment. In addition, Liaoning has organized both online and offline job fairs, hosted special night market events to attract young talent to work in the province, and implemented various initiatives to guide young people into the workforce. As a result, over 620,000 young people have been assisted in finding employment or starting their own businesses.
At the same time, Liaoning encourages local governments to integrate youth development into spatial and urban general planning, incorporate youth-oriented elements into urban renewal projects, and develop small, yet strategically valuable, underutilized spaces into youth-themed venues. For example, Shenyang has established 28 city’s studies and developed several youth-friendly blocks, while Dalian has created the city’s first “Youth Park” and 16 youth-friendly scenarios.
Liaoning has devoted its energy to the youth economy with young people as the main producers and consumers. Shenyang has issued the Xinyang Card, and Dalian has provided the Lianqing Card and started to operate the first metro train themed on youth in Northeast China. All these bring much convenience to the consumption, transportation and living of young people.
