On June 25, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce and interpret the “Liaoning Provincial Implementation Plan for Promoting Artificial Intelligence Innovation and Development”.

To seize the opportunity presented by the new generation of AI innovation, Liaoning drafted the “Liaoning Provincial Implementation Plan for Promoting Artificial Intelligence Innovation and Development”, setting forth the province’s overall goals for the innovation and development of AI industry. By the end of 2027, Liaoning aims to basically build a provincial computing infrastructure system with computing power scale exceeding 5,000 petaflops and achieve breakthroughs in more than 100 core technologies. The province will nurture over 300 enterprises above the designated size, including at least five industry-leading enterprises and eight leading industrial clusters. Liaoning strives to cultivate more than five influential vertical LLMs and create a number of high-quality industry datasets, building over 100 replicable and scalable benchmark application scenarios, and releasing more than 200 integrated demonstration cases.

Liaoning will comprehensively advance computing infrastructure construction, continuously strengthen basic research, grow and fortify industrial clusters, carry out the AI Plus initiative, and build a high-quality industrial ecosystem. Centered around the province’s 22 key industrial clusters and chains, Liaoning will accelerate intelligent transformation, digitalization, and network integration of enterprises and expedite the construction of national public platforms for the new generation of AI computing power in Shenyang and Dalian. It will encourage prefecture-level cities to launch AI empowerment initiatives in their dominant industries by attracting and cultivating diverse AI entities, speeding up deployment of intelligent terminals and strengthening supporting industries.
