Liaoning’s Economy in the First Half of 2025

On July 19, the Information Office of Liaoning Provincial People’s Government held a press conference to brief on its economic performance in the first half of 2025.

According to the unified accounting results of regional Gross Domestic Product (GDP), Liaoning’s regional GDP reached 1.57079 trillion yuan in the first half of the year, representing a year-on-year growth of 4.7% at constant prices. By industry, the value added of the primary industry was 96.43 billion yuan, up by 4.3%. The value added of the secondary industry was 543.84 billion yuan, up by 3.5%. The value added of the tertiary industry was 930.52 billion yuan, up by 5.3%.

In the first half of the year, the value added of Liaoning’s primary industry grew by 4.3% year-on-year, which was 1.0 percentage point higher than that of the first quarter. The output of major agricultural products showed a favorable growth trend. The value added of industrial enterprises above the designated size in the province grew by 3.3% year-on-year in the first half. Among them, the value added of high-tech manufacturing increased by 9.2%. Meanwhile, the value added of Liaoning’s service sector grew by 5.3% year-on-year in the first half. Specifically, the value added of wholesale and retail, as well as accommodation and catering industries increased by 7.5% and 5.6% respectively.

In the first half of the year, fixed asset investment in Liaoning declined by 3.3% year-on-year. Among them, investment in construction projects rose by 2.2%, while investment in construction projects exceeding 100 million yuan increased by 6.8%. The consumer prices remained essentially stable, while industrial producer prices declined. In the first half of the year, Liaoning’s Consumer Price Index (CPI) decreased by 0.1% year-on-year. Specifically, urban CPI fell by 0.1% and rural CPI fell by 0.5%.

In the first half of the year, Liaoning’s general public budget revenue amounted to 166.52 billion yuan, up 2.8% year-on-year; the general public budget expenditure reached 331.32 billion yuan, up 3.9%. The per capita disposable income of all residents in Liaoning reached 21,343 yuan in the first half, a year-on-year increase of 5.1%. In terms of permanent residence, the per capita disposable income of urban households was 25,128 yuan, an increase of 4.7%; while the per capita disposable income of rural households was 13,368 yuan, an increase of 5.6%.
