On July 31, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce and interpret the “Implementation Plan for the Construction of Digital Government in Liaoning Province (2025-2027)”.
The Plan sets out 22 key tasks and clarifies the work objectives. By 2027, a “1131” digital government operation system will be fundamentally established. The first “1” denotes efficient and intensive provincial-wide integrated infrastructure; the second “1” refers to open and shared integrated data resources; the “3” represents digital and intelligent empowerment through “One-stop Online Government Services”, “One Unified Network for Collaborative Governance”, and “One Integrated Network for Urban Operations”; and the third “1” indicates an integrated security protection system with dynamic defense.
Liaoning will build and improve an integrated infrastructure support system, a data resource system, a “Three-Network” digital-intelligence application system, and a security protection system. Key priorities include promoting the construction of a government cloud and an e-government network, deepening high-level application of public data and facilitating data resource development and utilization. Efforts will be taken to enhance online service efficiency, improve value-added services for enterprises, and innovate smart government applications. Liaoning will also strengthen artificial intelligence risk prevention and control to promote the safe and orderly development of AI.
In recent years, the province has focused on “one-stop government services”, strengthening work coordination, deepening data sharing, and innovating application scenarios. Liaoning has built three major service platforms including “Liao Shi Tong” (for the public), “Liao Qi Tong” (for enterprises), and “Liao Zheng Tong” (for government departments), and launched digital infrastructure projects, achieving positive results in digital government construction.
