On December 15, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce Liaoning’s “Counting the Nines” Winter Consumption Season and the International Ice and Snow Economy Cooperation Talks.

From December 16, 2025, to March 14, 2026, Liaoning’s “Counting the Nines” Winter Consumption Season will roll out more than 1,500 activities across the province over 81 days. “Counting the Nines” refers to a traditional Chinese way of marking the coldest period of winter, which lasts for nine consecutive nine-day periods following the winter solstice. All 14 cities will host at least 100 events each, offering weekly highlights that encourage people to step out of “winter hibernation” for more active and enjoyable spending and make the province’s winter increasingly lively as temperatures drop.

The initiative invites global enterprises from the ice and snow industry to participate, with FIS-sanctioned Category A events hosted in Liaoning. Ice and snow equipment manufacturers will be matched with local partners in a targeted manner, strengthening the integration of Liaoning’s ice and snow economy with the global market. On December 16, the launch ceremony for Liaoning’s “Counting the Nines” Winter Consumption Season and the International Ice and Snow Economy Cooperation Talks will be held at the Dongbeiya International Ski Resort in Shenyang. The ceremony will also mark the opening of the Cooperation Talks, facilitating targeted business matchmaking between provincial industrial parks and cultural tourism enterprises and overseas ice and snow equipment suppliers and competition organizers, and injecting international momentum into Liaoning’s ice and snow industry.

The International Ice and Snow Economy Cooperation Talks will invite Austrian ice and snow equipment brands and Japanese hot spring operators to conduct site visits in Liaoning, with a view to advancing joint ventures and other cooperation projects. Through the Global Ice and Snow Industry Alliance, Liaoning will organize Northeast Asia ice and snow tour groups to visit the province, showcasing the beauty of Liaoning’s ice and snow landscapes to the world. Liaoning will draw on best practices in Swiss ski resort operations and Canadian winter fishing festival planning to enhance the professional standards and competitiveness of its ice and snow offerings.
