On February 26, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce the “Policy Measures of Liaoning Province to Promote Innovation-Driven and High-Quality Economic Growth”.

Liaoning has introduced eight policy measures centered on new directions in industrial transformation. These measures include accelerating intelligent upgrading and digital transformation; increasing insurance compensation support for the first unit (set) and first batch of applications; supporting the development of artificial intelligence; expediting the growth of the low-altitude economy; strengthening support for producer services; promoting cost reduction and efficiency improvements in transportation and logistics; supporting the accelerated development of new types of agricultural business entities; and advancing quality improvement and upgrading in the mining sector.

The province has introduced four policy measures centered on new models of innovation-driven development. These measures include supporting key technological breakthroughs in frontier technologies; promoting differentiated planning and development of incubators; leveraging the guiding and driving role of government investment funds; and encouraging innovation in standards and quality management. With regard to expanding demand in new areas, Liaoning has introduced four measures. These include supporting equipment renewal and technological upgrading in key sectors; increasing support for foreign trade enterprises and integrated domestic and foreign trade enterprises; supporting the accelerated development of cross-border e-commerce; and fostering new cultural and tourism scenarios and products.

In addition, Liaoning has introduced four policy measures centered on new initiatives to benefit enterprises and the public, including enriching financial support measures; supporting cost reductions for industrial land use; increasing special loan support for stabilizing and expanding employment; and ensuring that workplace safety inspections proactively adapt to enterprises’ digital management models.

Next, in line with the requirement to accelerate the establishment of a comprehensive and highly supportive policy environment, Liaoning will refine supporting measures and implementation guidelines, conduct dynamic monitoring of policy implementation and promptly scale up effective practices or make adjustments and improvements as appropriate based on evaluation results.
