What does OPC stand for? OPC is short for One-Person Company. An AI-powered OPC refers to a new form of organization in which an individual, with the support of AI technologies, can independently complete the entire business cycle, from product design, R&D and production to market launch, user operations and customer support. It is characterized by rapid market response, low-cost experimentation and network-based collaboration.

Liaoning Province will promote AI-powered OPCs to foster new forms of business in the intelligent economy and cultivate new drivers of economic growth.

Liaoning recently issued the Implementation Plan for the Cultivation and Development of AI-powered OPCs in Liaoning Province (2026-2028). Under the plan, the province aims to build more than 20 key OPC communities, support the growth of 300 OPC enterprises and attract over 3,000 OPC professionals by 2028. These efforts are designed to make Liaoning a preferred destination for OPC talent from China and abroad to start businesses, as well as a new hub for innovation-driven development.

Liaoning will also step up efforts to attract AI-powered OPCs from China and abroad. Through activities such as the Haizhi Innovation and Entrepreneurship Competition and Liaoning study programs for overseas scholars, the province will bring together OPC entrepreneurial initiatives in areas such as business model innovation, scenario-based applications and ecosystem services. It will also explore mechanisms for attracting, nurturing and evaluating OPCs.

Shenyang will develop OPC communities in Hunnan Science and Technology City and the Shenyang Artificial Intelligence Industrial Park. By integrating industrial service resources across the parks, the city will provide one-stop supporting services covering finance, talent support, access to application scenarios, technical support, intellectual property protection and other areas, creating a platform that brings together OPC entrepreneurs and projects in specialized sectors. Dalian will focus on building the Haichuang OPC Community in Dalian High-Tech Zone and the Dalian Digital Valley OPC Community in Jinpu New Area as two model platforms. Centering on specialized fields such as digital creativity, software services, e-commerce and professional knowledge services, the city will promote the themed development of OPC communities.
