Liaoyang has recently prepared the outline of its 15th Five-Year Plan, setting out 20 major indicators in five broad areas, including economic development and innovation-driven growth, along with priority tasks across 11 key areas.

The city will pursue smart, green and integrated development and promote the upstream and downstream expansion of 19 industrial chains in sectors such as aromatics, olefins and fine chemicals, as well as advanced processing of metal materials. It will accelerate the development of emerging industries such as new materials, next-generation information technology and biomedicine, while moving forward with plans for a zero-carbon industrial park. Liaoyang will also strengthen and expand its magnesite industry and work with Anshan and Yingkou to build a world-class magnesite industrial base.

Liaoyang will establish an integrated innovation support system bringing together the supply of scientific and technological outputs, commercialization of research findings, cultivation of innovation entities, platform development and talent support. It will accelerate the development of the Liaoyang Science and Technology Innovation Center, coordinate its development with industrial parks, and promote deeper integration of the innovation and industrial chains. By 2030, the city aims for 400 scientific and technological achievements to be commercialized and for the transaction value of technology contracts to exceed 2 billion yuan.

Liaoyang will develop a high-standard open economy that is rules-based and more resilient. It will advance the development of “one park, one center and one platform”, further integrate cross-border e-commerce with distinctive local industries such as Xiaobeihe socks industry and Tong’erpu fur clothing industry, and open up new channels for Liaoyang-made products and Liaoyang brands to enter overseas markets. By 2030, the city aims to achieve steady growth in foreign investment actually utilized and double-digit growth in the number of foreign trade entities.
