Tieling Targets GDP of Over 100 Billion Yuan by 2030

Tieling has recently completed the outline of its 15th Five-Year Plan, setting an overall goal of raising fiscal revenue above 10 billion yuan and GDP above 100 billion yuan by 2030. The plan also sets 27 key indicators across five categories, outlines priority tasks in 14 areas, and includes nearly 500 major projects.

As a major agricultural city, Tieling will strengthen coordination between leading enterprises and supporting industrial parks to generate greater industrial value from its agricultural resources. The city will develop the full corn industry chain and move from raw grain production toward higher-value products. It will also expand the hog industry chain, extending it from breeding and farming into advanced processing. In addition, Tieling will develop the biomass industry chain and promote the recycling, energy conversion and high-value use of agricultural waste, with the aim of building a green and low-carbon agricultural industrial system.

Tieling will also promote the transformation of its new energy sector from a model centered on power generation to one that integrates manufacturing and application. The city will expand the hydrogen-based energy industry chain and accelerate the development of hydrogen-related equipment manufacturing. By the end of the 15th Five-Year Plan period, annual hydrogen-based energy production capacity is expected to reach 600,000 tonnes, with the industry expected to exceed 10 billion yuan in scale. Output from the wind power equipment industry is also expected to exceed 10 billion yuan by the end of the plan period.

The city will also move faster to address weaknesses in its automotive industry, develop new growth areas in low-altitude equipment manufacturing, and build a more resilient and competitive modern industrial system. Leveraging its transport hub advantages and the China Railway Express, Tieling will improve logistics infrastructure and expand bonded logistics, cold-chain logistics and e-commerce logistics. These efforts are expected to improve logistics efficiency, reduce distribution costs, and strengthen the city’s capacity to attract and channel production factors across the region.
