During the 15th Five-Year Plan period, Chaoyang will prioritize building a pilot zone to facilitate its integration into the coordinated development of the Beijing-Tianjin-Hebei region. The city will accelerate efforts to become a leading city in modern agriculture, establish itself as a clean energy hub and develop into a city renowned for its history and culture. These efforts will focus on green development, innovation, agricultural prosperity and cultural vitality.

During the 15th Five-Year Plan period, Chaoyang will step up efforts to establish itself as a clean energy hub. The city aims to increase its total installed clean energy capacity to 20 gigawatts by 2030. It will strengthen equipment manufacturing and develop a highly competitive clean energy equipment manufacturing cluster. To expand the use of green electricity, Chaoyang will develop intelligent computing centers and accelerate the implementation of a number of projects that use green electricity to produce hydrogen, ammonia and methanol. The city also aims to build an intelligent computing hub and a green energy base.

Chaoyang will promote coordinated growth in its non-ferrous metal and non-metallic new materials sectors, while accelerating the development of a high-end titanium industry chain and a new materials industry encompassing zirconium, hafnium and related materials. By 2030, the city targets output values of 30 billion yuan for the non-ferrous metal new materials sector and 20 billion yuan for the non-metallic new materials sector. As part of its efforts to become a leading city in modern agriculture, Chaoyang aims to develop a “6+6” agricultural industry cluster with an output value of 100 billion yuan and foster more than 50 additional leading agricultural enterprises by 2030.

Chaoyang will also seek designation as a national historical and cultural city while applying for recognition as a “dual-heritage city.” It will promote the digital upgrading of Chaoyang Bird Fossil National Geopark, seek approval to establish a national cultural ecology protection zone for Guandong culture in Chaoyang, and carry out systematic upgrades of exhibitions at the Niuheliang Site Museum and other cultural institutions. Through these efforts, the city aims to bring its cultural heritage to life.
