During the 15th Five-Year Plan period, Panjin will work to achieve steady economic growth, stronger innovation momentum, better and more efficient public services, and greater progress in its comprehensive revitalization by 2030.

Panjin will expand domestic demand while maintaining an appropriate level of investment in major infrastructure such as transport, water conservancy and communications, and will work to attract more industrial-chain projects. This year, the city aims for projects worth at least 100 million yuan each to account for more than 35 percent of the total, industrial projects for more than 60 percent, and projects related to new quality productive forces for more than 10 percent.

Panjin will coordinate the transformation and upgrading of traditional industries with the cultivation and expansion of emerging industries to build a modern industrial system with distinctive local strengths. It will promote industrial upgrading through intelligent upgrading and digital transformation, strengthen industrial foundations, and tackle key challenges in the development of major technical equipment, thereby enhancing the internal drivers and core competitiveness of its industries. For emerging industries, the city will focus on 12 new growth areas, including the low-altitude economy and marine economy, promote demonstration applications of new technologies and products, scale up emerging industries, and accelerate the shift from old to new growth drivers.

Panjin will continue to raise its level of opening-up both domestically and internationally and accelerate the development of an opening-up hub linking inland areas with the sea and connecting domestic and international markets. The city will develop domestic feeder routes for foreign trade cargo, accelerate inland waterway shipping, strengthen links with Dalian in the development of the Northeast Asia International Shipping Center, attract more cargo from inland areas and southern China, and speed up the development of a production, storage and transportation base for green marine fuels. These efforts will support the upgrading of Panjin Port from an inland feeder port to a regional hub port.
