On March 29, the Information Office of Liaoning Provincial People’s Government held the tenth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC —— Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”.
The official from the Department of Ecology and Environment of Liaoning Province introduced the key tasks and specific measures for promoting the construction of a splendid Liaoning and achieving new breakthroughs in green and low-carbon development in Liaoning this year. Officials from the Liaoning Provincial Development and Reform Commission (Liaoning Provincial Energy Administration), the Department of Natural Resources of Liaoning Province, and the Liaoning Provincial Department of Water Resources took questions from journalists.
In 2023, Liaoning will steadily promote carbon peaking and carbon neutrality, enhance pollution prevention and control, strengthen ecological protection and restoration, focus on promoting coal consumption substitution, transformation and upgrading, accelerate the elimination of backward coal-fired power capacity, and promote the implementation of coal-saving and energy-reduction transformation, heating transformation, and flexibility transformation of coal-fired power units. Additionally, Liaoning will promote clean winter heating in accordance with local conditions, promote the replacement of bulk coal in an active and orderly manner, and complete energy-saving transformation of 3.7 million kilowatts, flexibility transformation of 1 million kilowatts, and heating transformation of 350,000 kilowatts of coal-fired power.
This year, Liaoning will intensify efforts to construct “Waste-free Cities” by organizing Shenyang, Dalian, and Panjin to carry out the National “Waste-free Cities” Program, and promoting the provincial-level “Waste-free Cities” construction in Fuxin City, Xifeng County, Harqin Left Wing Mongolian Autonomous County and so on. Liaoning will also encourage provincial and higher-level industrial parks that meet the conditions, including Panjin Port Economic Development Zone, to take a more circular approach to transformation, and carry out comprehensive utilization of waste plastics and other waste materials within the parks.
Meanwhile, Liaoning will further enhance the integrated protection and restoration of mountains, rivers, forests, farmlands, lakes, grasslands, and sands in the Liaohe River basin (Hun-Tai River system). To enhance the water conservation capacity and forest carbon sequestration capacity, as well as bolster the soil and water conservation and windbreak and sand fixation capacity on both sides of the water system, Liaoning will continue to implement the integrated protection and restoration project, aiming to achieve a total area of 552 square kilometers for ecological protection and restoration.
By 2025, Liaoning will achieve significant progress in the green transformation of production and lifestyle, and establish a more robust ecological security shield. The province also targets a 14.5% decrease in energy consumption per unit of GDP and an 18% decrease in carbon dioxide emissions per unit of GDP compared to 2020.
