Liaoning Province is accelerating industrial restructuring, constructing a modern industrial system, and vigorously developing the digital economy.
On March 31, the Information Office of Liaoning Provincial People’s Government held the twelfth in a series of themed press conferences on “Implementing the Spirit of the 20th National Congress of the CPC — Carrying Out the Three-Year Action Plan for Comprehensive Revitalization and New Breakthroughs”. The journalist learns from it that Shenyang and Dalian will strive to build the “Shenyang-Dalian Dual Engine” this year to achieve new breakthroughs in economic growth and promote high-quality economic and social development.
This year, Shenyang is prioritizing project construction, improving the level of urban development, planning and implementing 3,500 key projects, starting and restarting more than 2,500 key projects, focusing on ensuring the successful implementation of 30 projects worth at least 10 billion yuan each, and completing investments of over 200 billion yuan. Aiming at key countries such as Germany, Japan, and South Korea, as well as key regions such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta, Shenyang will deepen the investment attraction of industrial chains and business associations, to ensure that over 2,000 projects with investments of over 100 million yuan each are newly signed and over 1,000 projects with investments of over 100 million yuan each are newly landed.
Shenyang will also focus on improving channel platforms to achieve new breakthroughs in advancing high-level opening-up, comprehensively expanding the “air-land-sea network” open channels, actively involving itself in the construction of the Great Sea-Land Corridor in Northeast China, accelerating the construction of the airport economic zone, resuming and expanding international routes, striving to become national China Railway Express (Shenyang) Hub, vigorously developing sea-rail intermodal transport, and promoting the rapid growth of cross-border e-commerce transactions.
Dalian is fully committed to constructing a high-quality Liaoning Coastal Economic Belt by playing a pivotal role in leading the way. The city is dedicated to constructing a modern industrial system, fostering and expanding advantageous industrial clusters, creating new frontiers for opening up, and promoting high-level opening-up and cooperation.
By 2023, Dalian has set a high standard for the main expected economic and social development goals, with GDP growth of over 6%, planning and preparing to promote 3,600 major projects, including the construction of the new airport, Zhuanghe nuclear power project, and the water diversion of the Dayang River to Dalian.
