On July 13, the Information Office of Liaoning Provincial People’s Government held the fourth press conference of a thematic series titled “Improving People’s Wellbeing and Delivering Practical Services to Benefit the People”. The conference introduced the main measures, progress, highlights, and plans of Liaoning’s efforts this year, including promoting the construction of a healthy Liaoning, accelerating the expansion and balanced distribution of high-quality medical resources, and meeting the diversified security needs of the masses.

As of the end of June, a total of 37.253 million people in Liaoning were covered by basic medical insurance, with medical insurance fund revenue of 43.88 billion yuan and expenditure of 42.01 billion yuan, leaving a surplus of 1.87 billion yuan for the period. The reimbursement ratio for employee medical insurance within the policy scope was 77.0%, while the reimbursement ratio for urban and rural resident medical insurance was 65.9%. The overall balance of the medical insurance fund remained stable, with a slight surplus, and the level of benefits continued to improve, leading to a sustained increase in the sense of fulfillment and happiness of the insured masses.

Direct settlement of non-local medical expenses is an important measure to alleviate the burden of advanced medical payment for patients receiving treatment outside their hometown. Liaoning has formulated and implemented an upgraded management regulation and operating procedure for the settlement of non-local medical expenses, effectively improving the convenience of such services for the public, and significantly reducing the burden of advanced medical payment for patients. As of the end of June, Liaoning had established a network covering 10,180 designated hospitals and 22,919 pharmacies for non-local medical treatment. The insured population had 8.475 million instances of direct settlement for non-local medical treatment (including both within and across Liaoning Province), a year-on-year increase of 168.3%. Among them, the number of people covered by direct settlement for non-local hospitalization expenses was 418,000, an increase of 149.5% compared to the same period last year; the number of people covered by direct settlements for non-local outpatient expenses was 2.978 million, an increase of 372.2% compared to the same period last year; and the number of people covered by direct settlements for medication expenses at designated pharmacies was 5.079 million, an increase of 115.2% compared to the same period last year.

At the same time, Liaoning has implemented “application-free benefits” services for four groups, including patients seeking temporary medical treatment outside their hometown, non-local emergency rescue personnel, hospitalized female workers giving birth, and college students covered by resident medical insurance. Eligible insured persons can directly enjoy relevant benefits without applying for record filing.
