Liaoning to Achieve “Five Ones” Goal for Precise Weather Forecasting

On November 14, the Information Office of Liaoning Provincial People’s Government held a press conference to interpret the Implementation Opinions of Liaoning Provincial People’s Government on Promoting High-quality Meteorological Development, introducing the background, main content, and implementation measures of the policy.

The Implementation Opinions clearly states that by 2025, the coverage rate of the new-generation weather radar network will be increased from 43% to over 50%. The accuracy of rainstorm or snowstorm warnings will be improved from 89% to 92%. The lead time for severe convective weather warnings will be extended from 45 minutes to 50 minutes. The coverage rate of meteorological services for new types of agricultural business entities will be increased from 88% to 93%. The annual artificial precipitation volume will be enhanced from 3 billion cubic meters to 3.5 billion cubic meters.

Achieving precise weather forecasting has been an everlasting pursuit of meteorological departments. In this regard, Liaoning will implement seven special actions, including expanding intelligent digital forecasting services, independently developing key core technologies, and establishing a new forecasting business system. These actions aim to achieve the “Five Ones” goal for precise forecasting, featuring progressively achieving a one-hour advance warning for severe weather, a one-day advance hourly weather forecast, a one-week advance forecast for disastrous weather, a one-month advance forecast for major weather events, and a one-year prediction for climate anomalies.

As winter begins this year, Liaoning has experienced the second-strongest blizzard since 2010, marking a significant rain and snowfall event. According to the Provincial Climate Center’s forecast, the average temperature for this winter (December 2023 to February 2024) in Liaoning is expected to range from -7.0℃ to -6.1℃, with a slight increase of 0.1℃ to 1.0℃ compared to the normal average for this period (-7.1℃). The average precipitation for this winter is estimated to be around 22 millimeters, which is 10% to 20% higher than the normal level for the same period.
