On March 13, the Information Office of Liaoning Provincial People’s Government held the second press conference of the series titled “Making Decisive Efforts to Develop the Economy by Focusing on Eight Critical Tasks”, presenting the province’s major plans, tasks, and specific measures aimed at fostering new quality productive forces and constructing a modern industrial system in Liaoning this year.
Industry takes center stage in the comprehensive revitalization of Liaoning. In 2024, Liaoning will continue to foster new drives through industrial innovation, effectively leveraging new production factors such as data and computing power. It will promote deep integration between digital technology and the real economy, nurturing new advantages and industries. Liaoning will strengthen the empowerment of “digitalization”, deepen the application of “5G+ Industrial Internet”, promote new technologies such as 5G NR-Light (RedCap), and advance the construction of 5G factories and “5G+ Industrial Internet” integrated application pilot zones. Furthermore, Liaoning will expedite the establishment of Huawei regional headquarters in Liaoning and support Shenyang and Dalian in creating Chinese software cities and parks, while also aiming to build over 500 provincial-level digital workshops and smart factories.
This year, Liaoning aims to become an international talent highland oriented towards Northeast Asia. It will comprehensively cultivate, introduce, and make good use of talents, deepening the “hand-in-hand” talent attraction special action. Leveraging the networks of scientists and entrepreneurs, Liaoning will accurately introduce various high-level talents and provide support and assurance in research funding, project application, laboratory construction, and more. The 25th China Overseas Scholar Innovation Summit will be held to promote the return of “overseas returnees” to Liaoning for innovation and entrepreneurship. Additionally, the 2024 Northeast Asia (Shenyang) Conference on Exchange of Professionals will be organized to facilitate collaborative talent attraction in Shenyang, Dalian, Changchun, Harbin, and Hohhot.
Liaoning will continue to expand its opening-up, deeply integrate into the joint construction of the Belt and Road Initiative (BRI), and promote opening up towards the north and east. Meanwhile, it will actively promote domestic and international scientific and technological cooperation. Joint laboratories and national technology transfer demonstration institutions will be established with Russia, Japan, South Korea, and countries involved in the BRI, aiming to achieve a technology contract turnover exceeding 140 billion yuan this year and a local conversion rate of scientific and technological achievements reaching 57%.
