On April 3, the Information Office of Liaoning Provincial People’s Government held a press conference to provide updates on the “Open and Shared Access to Technological Resources, Empowering Enterprise Innovation and Development” special initiative in Liaoning Province.

In order to optimize the innovation environment for businesses and harness the immense power of innovation and development, Liaoning Province is taking further steps to promote open and shared access to large scientific research instruments and equipment. Efforts will be intensified to incorporate more instruments and equipment into the network. Currently, the first batch of highly versatile and widely applicable instruments and equipment has been selected for open and shared access to the public. These instruments belong to 14 categories, including analytical instruments, measuring instruments, and electronic measurement instruments, totaling 5,641 units. Furthermore, significant efforts will be made to ensure that the total number of equipment available for open and shared use reaches 10,000 units throughout the year.

Liaoning has launched the upgraded version 1.0 of the “Da Yi Wang” (Liaoning Scientific Instrument Sharing Platform), which includes comprehensive updates to website functionality, service processes, and page design. Currently, the upgrade of the search function has been completed. To address the issue of equipment being “difficult to find”, the search parameters have been optimized, and the scope of fuzzy searching has been expanded. This enables businesses to find the desired instruments, institutions and services with fewer keywords. Additionally, a WeChat mini-program called “Liao Yi Gong Xiang” (Liaoning Instrument Sharing) has been developed, allowing businesses to conveniently find and make online reservations for the desired equipment through their mobile phones, enabling “on-the-go testing”.

Cities and high-tech zones across Liaoning will collaboratively organize activities to introduce large instrument sharing services into industrial parks and enterprises. Focusing on the utilization of instruments and equipment, these activities aim to identify and refine the technological needs of enterprises. This initiative will provide systematic research and development solutions, including inspection and testing, R&D design, and technological proficiency improvement. Its goal is to promote in-depth collaboration between the sharing parties from industry, academia and research, with the aim of elevating the capacity and level of enterprises innovation.
