Liaoning Introduces 20 Measures to Support Development of Private Sector

On April 12, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting and interpreting the “Twenty Key Measures for Liaoning Political and Legal Authorities to Serve and Support the Development of Private Sector”.

The private sector serves as a new driving force to advance Chinese modernization and an important foundation for the revitalization and development of Liaoning. Recently, Liaoning formulated and issued the “Twenty Key Measures for Liaoning Political and Legal Authorities to Serve and Support the Development of Private Sector”, which clearly outlines key tasks for the province’s political and legal authorities in serving the private sector, in an attempt to create an updated law-based business environment. Building upon this, Liaoning has established three project lists, including five special rectification projects, five working mechanisms, and five initiatives aimed at benefiting and facilitating businesses.

To strengthen the legal protection for foreign-related activities of private enterprises, Liaoning has intensified training for foreign-related legal professionals specializing in foreign affairs within the private sector, and provided guidance to those enterprises to strengthen their awareness and capabilities in dealing with foreign-related legal risks. With the goal of becoming a hub for opening-up and cooperation in Northeast Asia, the province has taken efforts to accurately connect supply and demand, improve service quality and efficiency, and provide more precise and outstanding legal services to foreign-related enterprises in a “one-to-one” manner. As the province has attached great importance to platform construction and innovation, Dalian Maritime University and Shenyang Normal University have been recognized as national innovative bases for collaborative training of foreign-related legal professionals, and three forensic assessment technicians have been listed among the “World’s Top 2% Scientists”. Furthermore, the province has established a provincial-level talent pool for foreign-related legal professionals, selecting a group of leading and backbone legal professionals in the province, who have also been successfully included in the National Repository of Legal Professionals for Overseas Assignments.

Liaoning will enhance its focus on foreign-related factors, and introduce corresponding supportive policies, promoting efficient training models such as “theory plus practice”, “law plus foreign languages”, and “domestic plus overseas”. Moreover, specialized education and training initiatives will be implemented, specifically targeting areas such as compliance for foreign-related enterprises and cultivating legal awareness among business practitioners.
