On May 21, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting the province’s efforts to deepen reform and opening up in the foreign exchange sector, and serve the growth of the province’s foreign-related economy.
Since the beginning of this year, Liaoning has been continuously promoting the quality improvement and expansion of policies that facilitate trade-related foreign exchange income and expenditure for high-quality enterprises. The province has reasonably relaxed access thresholds and guided banks to increase support for specialized and sophisticated SMEs that produce new and unique products. Liaoning has introduced three application models, namely foreign direct investment, cross-border financing for domestic enterprises, and overseas investment by domestic enterprises, to enhance the multiplying effect of policies and achieve the whole-process facilitation from capital inflow to utilization and from account opening to remittance. Additionally, Liaoning has intensified the promotion of online services for capital account transactions, accelerated the digital service registration for banks’ capital accounts, and supported banks in expanding their digital business scope to achieve “less legwork for enterprises and more information exchange”.
Recently, Liaoning officially issued the “Implementation Plan for Further Optimizing Payment Services and Enhancing Payment Convenience in Liaoning Province”, aiming to optimize foreign currency exchange services. Currently, over 2,000 bank outlets across the province can provide foreign currency cash exchange services. Among them, there are 14, 11, and 10 bank outlets in the Fangcheng business district on Zhongjie pedestrian street, the business district near Shenyang North Railway Station, and the Xita business district, respectively, and 7 bank outlets in each of the Taiyuan Street business district and the university town in Shenbei New Area, with all these business districts in Shenyang City. In Dalian City, there are 36 and 21 bank outlets in the Qingniwa commercial center and Xi’an Road commercial center, respectively. Meanwhile, Liaoning will also improve cash withdrawal services for foreign bank cards and promote the construction of payment service demonstration zones, including those at Shenyang Taoxian International Airport, Dalian Zhoushuizi International Airport, and Dalian Port International Cruise Pier. All these efforts aim to continuously improve services such as manual consultation, currency exchange, and foreign card cash withdrawals, facilitating short-term travel and consumption for foreign visitors in Liaoning.
