On June 19, the Information Office of Liaoning Provincial People’s Government held the fourth press conference of the series titled “Promoting High-Quality Development of Enterprises”, during which Shenyang and Dalian introduced their proactive efforts to support and serve enterprises based on local conditions, along with their related deployment, key measures, and significant progress in ensuring and safeguarding the high-quality development of enterprises.

As of now, Shenyang has 1.326 million operating business entities, a year-on-year increase of 12.2%, with the total number of enterprises exceeding 400,000, ranking first in the province. Shenyang remains committed to benefiting enterprises through policies, continually expanding the scope of policies that can be enjoyed without application and ensuring direct and quick benefits. The city has established the Shenyang “Favorable Policies” Platform, which has efficiently implemented policies for over 16,000 enterprises. Shenyang views enterprises as a major driver for fostering new quality productive forces and is making significant efforts to nurture a group of innovation-oriented and leading enterprises with outstanding core technological capabilities and strong integrated innovation capabilities. The city currently boasts 32 national and provincial-level single champion enterprises in the manufacturing sector, 2 unicorn companies, 2,219 gazelle and young eagle enterprises, and over 5,000 high-tech enterprises.

Dalian’s growth rate of the industrial added value above the designated size has surpassed the national average for eight consecutive years, with a 7.2% increase in the first quarter of this year. The city has been selected as a pilot city for the digital transformation of small and medium-sized enterprises, new technological transformation in manufacturing, and a modern commercial distribution system. Dalian is promoting the construction of 20 industrial clusters, aiming to build world-class green petrochemical and fine chemical industrial clusters, high-end equipment manufacturing industrial clusters with international competitiveness, and new-generation information technology industrial clusters. Moreover, Dalian will also focus its efforts on regularly building talent, project, technology, and market matchmaking and cooperation platforms to facilitate the settlement of excellent professionals and implementation of high-quality projects in the city.
