On February 8, the Information Office of Liaoning Provincial People’s Government held a press conference, presenting and interpreting relevant information about “Liaoning’s Policies and Measures for Stabilizing Growth and Enhancing Livelihoods in its Economic and Social Sectors”. There are 27 policies in total, covering five major areas.

1.Accelerate industrial transformation and upgrading. The document proposes nine measures, including strengthening support for industrial project development, promoting the growth of industrial design and testing institutions, enhancing e-commerce supply chain services, developing multimodal transportation systems, speeding up the construction of the Shenyang & Dalian Hydrogen High-Speed Corridor, and improving the intelligence and automation of livestock farms.

2.Stimulate domestic demand and consumption growth. The document introduces seven policies, namely, promoting the debut economy and the silver economy, increasing subsidies to encourage consumer spending, supporting the integrated development of culture, sports, and tourism, and boosting the “Liaoning Premium Products”. Specific incentives include a 100,000 yuan reward for organizers of approved first-launch economic events and a subsidy of up to 250,000 yuan for the construction of standard outdoor public ice-skating rinks. 

3.Reduce business operating costs. The document proposes several measures, including a 50% discount on highway tolls for standard container transport vehicles passing through designated toll stations at provincial ports.

4.Enhance support for stable and efficient foreign trade. Relevant policies include providing interest subsidies of up to 3 million yuan for bank loans to foreign trade companies with import and export records and offering financial support for participation in overseas trade exhibitions, which covers booth fees, custom-built exhibition stand costs, and product transportation expenses.

5.Continue to safeguard and improve people’s livelihoods. Policies include raising the internship subsidy to 2,300 yuan per person per month and incorporating eight assisted reproductive medical services in the province’s basic medical insurance coverage.
