Liaoning to Maintain over 88.3% of Days with Good Air Quality in 2025

On April 9, the Information Office of Liaoning Provincial People’s Government held the eighth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Department of Ecology and Environment of Liaoning Province.

In 2024, for the first time, all 14 cities in Liaoning achieved environmental air quality that met the National Class II standards. The Daqing River in Yingkou was selected as one of the Outstanding Cases of Beautiful Rivers and Lakes by the Ministry of Ecology and Environment; the Laohutan Bangchui Island coastal section was listed as an Outstanding Case of Beautiful Bays by the Ministry of Ecology and Environment; and the Xinghai Bay coastal section in Dalian, Baisha Bay in Yingkou, and Zhimao Bay in Huludao were included in the list of Beautiful Bays by the Ministry of Ecology and Environment.

In 2025, Liaoning Province aims to elevate its environmental protection efforts by enhancing pollution prevention and control through precise, scientific, and law-based approaches. The province will strengthen source management and carry out sustained actions to safeguard blue skies, clear waters, and clean land.

Focusing on the control of fine particulate matter (PM2.5), Liaoning is advancing the implementation of its action plan for sustained air quality improvement. The province aims to keep the annual average PM2.5 concentration below 34 micrograms per cubic meter, maintain the proportion of days with good or excellent air quality above 88.3%, and control the heavy pollution days ratio below 0.7%.

In addition, Liaoning will adopt a coordinated approach to managing water resources, water environment, and aquatic ecosystems, while continuing to advance the comprehensive governance of the Liaohe River Basin and the Liaoning section of the Bohai Sea. By the end of the year, at least 78.7% of the 150 nationally monitored water sections are expected to meet or exceed Class III water quality standards, with no bodies of water falling below Class V.
