On April 10, the Information Office of Liaoning Provincial People’s Government held the ninth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting important plans, major tasks, and specific measures conducted by Liaoning Provincial Department of Housing and Urban-Rural Development.
Liaoning will continue to promote the stabilization and recovery of the real estate market to better meet residents’ rigid and improved housing demand. A dual-track housing supply system combining market mechanisms and government guarantee will be enhanced, with accelerated efforts toward equal rights for renters and homeowners and the establishment of a housing system with equal emphasis on renting and purchasing. This year, the province plans to add 45,000 affordable housing units through the acquisition of existing commercial housing, and to revitalize 60 stalled projects.
Liaoning will also promote innovative construction methods by incorporating government-funded construction projects exceeding 50,000 square meters in the pilot application of intelligent construction technology. More than 20 leading enterprises in intelligent construction will be cultivated and around 20 projects featuring multi-scenario applications of intelligent construction technology will be selected. Efforts will be made to enhance the intelligent production level of prefabricated components at industrial bases, ensuring that the proportion of prefabricated buildings remains above 30%.
In addition, Liaoning will strengthen aging adaptability renovation and the construction of child-friendly cities by initiating the renovation of 500 old urban residential compounds and completing the first batch of elevator upgrades for 2,899 residential units. Over the course of the year, 4,600 kilometers of various urban aging pipeline networks will be updated and renovated, and 9,800 dilapidated and old houses will be improved. Upgrades to sewage treatment facilities will also be promoted, aiming for a domestic sewage collection rate of 70% in cities at the county level and above, and a domestic garbage recycling rate of 35%.
