On April 15, the Information Office of Liaoning Provincial People’s Government held the tenth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Transportation Department of Liaoning Province.
In 2025, Liaoning will implement 450 key transportation projects, with transportation investment growing by no less than 15%. The province aims to achieve a 3% increase in turnover of freight traffic and a 5% growth in container port throughput. In the first quarter, Liaoning completed transportation investment totaling 12.15 billion yuan, a year-on-year increase of 13%.
Liaoning is enhancing the connectivity and capacity of its expressway network along main routes by implementing 11 expressway construction projects covering 1,383 kilometers, with an investment of no less than 30 billion yuan. The province is accelerating the construction of the Shenyang-Baihe High-speed Railway project to achieve high-speed rail connectivity for all prefecture-level cities. In the first quarter, Liaoning completed railway construction investments of 515 million yuan, and the Shenyang-Baihe High-speed Railway project entered the track-laying phase. Investments in port and waterway engineering reached 179 million yuan, contributing to a port cargo throughput of 175 million tonnes and a container throughput of 3.227 million TEUs. During this period, four new container liner routes to Europe, the Mediterranean, and Southeast Asia were launched.
Liaoning is also expanding international road transport by establishing the Shenyang TIR Logistic Hub, and promoting a doubling of both the number of enterprises and the freight volume. In addition, policies on differentiated charges for Shenyang-Dalian hydrogen energy and China-Europe Railway Express container services have been introduced to support the development of the hydrogen energy industry and the China-Europe Railway Express. In the first quarter, the province achieved a container sea-rail intermodal transport volume of 607,000 TEUs, marking a 15.3% year-on-year increase, maintaining Liaoning’s leading position nationally in this category.
