On April 17, the Information Office of Liaoning Provincial People’s Government held the twelfth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the Department of Agriculture and Rural Affairs of Liaoning Province.
In 2024, Liaoning’s main economic indicators accelerated across the board. The value added of the primary industry grew by 4.2% year-on-year, 0.7 percentage points higher than the national average, marking the second consecutive year of outperforming the national level. High-standard farmland accounted for 61% of permanent basic farmland, maintaining the top position in Northeast China. Rural industries showed strong momentum, with three full-industry-chain clusters in grain and oil, livestock and poultry, and aquatic products each exceeding 100 billion yuan in output. The province also focused on 25 characteristic industries with strong foundations and clear advantages, and established 41 development advantage zones.
In 2025, Liaoning will ensure that grain-sown area remains stable at over 53.3 million mu and that total grain output reaches 50 billion jin. The province will advance the construction of national marine ranches and accelerate the development of deep-sea and far-sea facility-based aquaculture. It will also promote national coastal fishing port economic zones and steadily expand its distant-water fisheries.
Liaoning will leverage its unique resource advantages to cultivate a number of 10-billion-yuan-level characteristic industries. Priority will be given to ten industries with local features, including ginseng and sea cucumber, to foster leading industry clusters. The province will further enhance brand marketing of its high-quality specialty agricultural products, building competitive Liaoning-branded offerings.
