Liaoning Advances the First Batch of 11 AI Application Scenarios Toward Commercial Closed-Loop Development

On April 29, the Information Office of Liaoning Provincial People’s Government held the twentieth press conference of the series titled “Making Breakthroughs for Revitalization, and Striving for Decisive Achievements”, presenting the important plans, major tasks, and specific measures conducted by the State-owned Assets Supervision and Administration Commission of Liaoning Provincial Government.

In the first quarter of 2025, state-owned enterprises in Liaoning achieved steady growth in revenue, with total profits increasing by 48% year-on-year and fixed asset investment rising by 17.1% year-on-year.

Liaoning is accelerating the development of the “Liaoning State-owned Fund System” and establishing an investment growth mechanism for future industries. The province is focusing on cultivating strategic emerging industries and future industries, with emphasis on developing clean energy, krill technology, inorganic non-metallic materials, low-altitude economy power batteries, and explosion-proof motors. It is also promoting the substantive operation of enterprises in digital intelligence and advanced equipment manufacturing.

Liaoning is implementing the “Embracing AI” special initiative for Liaoning state-owned assets, expediting the construction of Liaoning State-owned Assets Cloud, and building platforms for AI computing power and integrated regional computing networks. These efforts aim to achieve commercial closed loops for the first batch of 11 artificial intelligence application scenarios.

Liaoning will also deepen cooperation between central and local governments, promoting the implementation, commencement, construction, and stable production of existing projects. The province will focus on the construction of 285 major provincial central-local cooperation projects with a total investment of 1.56 trillion yuan, with priority given to projects such as the Yingkou Offshore Wind Farm, CEEC Shenyang Green Fuel Base Project, China Merchants Taipingwan Wind Power Homeport International Industrial Park and related offshore wind power projects.
