On June 3, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce 15 key measures launched by the provincial public security authorities for winning the decisive battle of the Three-Year Action Plan for New Breakthroughs in Liaoning’s Comprehensive Revitalization.

In 2025, Liaoning introduced the “15 Measures by Liaoning Public Security Authorities for Winning the Decisive Battle of the Three-Year Action Plan for New Breakthroughs in Liaoning’s Comprehensive Revitalization”. The measures focus on four main areas, including serving key sectors, improving public services for individuals and businesses, maintaining public order and safety, and safeguarding the rights and interests of enterprises and the general public.

Upholding the principle of ensuring both convenience and security, Liaoning has optimized the safety licensing process for large-scale public events and encouraged organizers to host more cultural and sports events, provided that safety requirements are met. Additionally, time-limited and space-restricted parking management has been introduced on non-main roads near areas with vibrant nighttime economies, strengthening the oversight of nighttime traffic order.

To enhance convenience for businesses and residents, Liaoning has expanded value-added services for foreign nationals visiting the province. Visa-on-arrival services, originally available only at the Shenyang and Dalian airport ports of entry, have now been extended to exit-entry service windows at public security bureaus in all 14 cities across the province. Designated registration sites have also been set up at the Shenyang and Dalian airports to provide fast-track clearance services for eligible foreign travelers. Furthermore, Liaoning has launched the “One-Stop Interconnected Citizen Information Amendment” service. Once residents with local household registration lawfully update their personal information, they can apply once to simultaneously renew high-frequency public security documents such as ID cards and driver’s licenses.

Liaoning will continue to foster a harmonious and orderly environment, a secure climate that supports business growth, a fair and just legal environment, and a high-quality, efficient service environment.
