On July 25, the Information Office of Liaoning Provincial People’s Government held a press conference to introduce the province’s employment work in the first half of 2025.
In the first six months, Liaoning created 281,000 new urban jobs, a year-on-year increase of 5.1%, achieving 59.8% of the annual target. The province helped 248,000 unemployed individuals return to work, employed 41,000 people facing employment difficulties and maintained “dynamic zero” for zero-employment households.
In the first half of the year, Liaoning organized 8,811 job fairs, helping to fill 390,000 job vacancies. By implementing policies such as lowering unemployment insurance premium rates and providing training and social insurance subsidies, it reduced enterprises’ labor costs by 1.305 billion yuan. Liaoning has vigorously developed the “Come to Liaoning” integrated media brand, hosting 20 live-streaming recruitment events that provided 51,400 positions, producing and releasing 27 short videos, and attracting nearly 900,000 active young followers.
For the second half of the year, Liaoning aims to ensure the creation of 470,000 new urban jobs throughout the year. Efforts will be made to strengthen the influence of the “Come to Liaoning” integrated media brand. The province will thoroughly carry out the “Double Hundred-Day” action, launching employment services in advance for university graduates and other youth groups. Liaoning will expand employment opportunities in key sectors such as advanced manufacturing clusters, artificial intelligence, cultural, sports and tourism industries, healthcare and wellness, and service consumption, with the goal of addressing 720,000 job vacancies in 2025.
Liaoning will also provide over 1 million opportunities of vocational skills training and on-the-job drills throughout the year, adding 160,000 skilled workers and 66,000 highly skilled talents. In support of entrepreneurship, 20 new entrepreneurship guidance studios will be established, along with approximately 15 new provincial-level incubation platforms. A total of 13,500 entrepreneurial leaders will receive targeted support, helping to create 72,000 new jobs.
