Benxi Helps Specialty Agricultural Products Reach International Markets Directly

Benxi has recently formulated the outline of its 15th Five-Year Plan (2026-2030), setting 28 key indicators across five categories and planning 761 major projects. Under a “1+10” framework, the city has clarified its development priorities and key tasks in 11 areas, including industrial development, scientific and technological innovation, reform and opening-up, green development, and public well-being.

During the 15th Five-Year Plan period, Benxi will further leverage its ecological advantages, reinforce its commitment to green development, and work to build itself into a city known for landscape and culture, green intelligent manufacturing, and wellness-oriented living and tourism. Drawing on its natural strengths as Liaoning’s “green lung”, “water tower” and ecological shield, as well as its six distinctive regional cultures, namely revolutionary culture, historical culture, geological culture, ethnic culture, industrial culture, and traditional Chinese medicine culture, Benxi will make full use of its mountains and rivers, enrich its cultural appeal, and accelerate the transformation of ecological and cultural resources into growth drivers, turning itself into a highly attractive destination for quality living, leisure, and wellness.

Benxi will move faster to build a modern industrial system with distinctive local features. Guided by intelligent, green, and integrated development, the city will focus on four key sectors: mining, agriculture, industry, and culture and tourism. It will accelerate the development of eight industrial clusters, including new metallurgical materials, advanced equipment manufacturing, and the digital economy, as well as 16 industrial chains, including modern medicine and auto parts. Through these efforts, Benxi aims to upgrade traditional industries while fostering emerging and future industries.

To promote high-level opening-up, Benxi will launch an initiative to help industrial enterprises above designated size secure their first foreign trade orders. The city will also promote the integrated development of cross-border e-commerce and local industrial clusters, and help specialty agricultural products such as forest-grown mountain ginseng and schisandra berries reach international markets directly.

By 2030, Benxi aims to increase the number of technology-based enterprises to 300 and add more than 10 national- and provincial-level innovation platforms. The city will also provide diagnostic services for the digital transformation of industrial enterprises and implement more than 100 intelligent upgrading and digital transformation projects.
