Fushun has recently formulated the outline of its 15th Five-Year Plan, setting out 22 core indicators across five major areas, including economic development, innovation-driven growth and public well-being. The city aims to capitalize on the opening of high-speed rail services and the hosting of the 15th National Winter Games to maintain average annual economic growth of around 5 percent.
Building on closer industrial coordination within the Shenyang metropolitan area, Fushun will further leverage its historical and cultural heritage and ecological strengths. Capitalizing on the Northeast City Football League and looking ahead to the 15th National Winter Games, the city plans to develop new forms of consumption and business models centered on sporting events, winter activities and study tours, turning visitor flows into new drivers of growth. It also aims to establish itself as a leisure and wellness destination for the Shenyang metropolitan area.
Fushun will advance industrial, urban and social transformation, accelerate intelligent upgrading and digital transformation, and promote the upgrading of traditional industries. The city will accelerate upgrades to its refining and petrochemical operations, with annual refining capacity of over 10 million tonnes, and build production capacity at the million-tonne level in six specialty product categories, including paraffin wax and specialty oils. By 2030, Fushun aims to have at least 100 high-tech enterprises, carry out at least 50 major sci-tech research projects, and increase total R&D spending by an average of 7 percent annually.
Fushun will focus on expanding foreign trade and creating new drivers of growth through greater openness. By 2030, the city aims for the total value of its imports and exports to reach 5.6 billion yuan. To help local companies expand overseas, Fushun plans to cultivate at least five local export brands, establish three standardized cross-border e-commerce industrial parks, and foster a total of 60 high-quality cross-border business entities. It will also develop four provincial-level cross-border e-commerce industrial belts in sectors including fine chemicals and equipment manufacturing, helping local industries tap overseas markets.
