Yingkou Targets Port-Based Industrial Output of Over 150 Billion Yuan by 2030

During the 15th Five-Year Plan period, Yingkou has set out an overall framework for revitalization and development built around one overarching goal, eight major visions, and seven key tasks.

Yingkou will accelerate the development of a modern industrial system with local strengths, focusing on smart, green and integrated development. The city plans to develop 20 distinctive industrial chains and cultivate 200 leading enterprises. It will advance AI development and promote deeper integration of the digital and real economies, making “Digital Yingkou” smarter. The city will also expand and upgrade its service sector and deepen the integration of modern services with advanced manufacturing, aiming to raise the service sector’s share of GDP to over 60 percent and achieve average annual growth of more than 5.5 percent in service-sector value added.

Yingkou will enhance the overall effectiveness of scientific and technological innovation and promote the integrated development of education, science and technology, and talent. The city will improve its full-chain innovation service ecosystem and strengthen enterprises’ capacity for independent innovation. By 2030, Yingkou aims to have more than 5,000 technology-based enterprises.

Yingkou will work to create a first-class business environment. By the end of 2027, the city plans to put in place 100 service scenarios under the “Getting One Thing Done Efficiently” initiative. It will continue to hold Yingkou Private Entrepreneurs Day and foster an environment where entrepreneurs can feel secure in running their businesses and pursuing growth, and at ease in their daily lives.

Yingkou will advance high-standard opening-up and actively participate in the development of the Northeast China Sea-Land Corridor. The city will continue to enhance the port’s overall capabilities and upgrade large ore berths, smart container berths and specialized grain terminals. By 2030, Yingkou aims for port cargo throughput to reach 285 million tonnes and container throughput to reach 6.7 million TEUs. It also aims for the output value of port-based industries to exceed 150 billion yuan and for the economic contribution of cargo value to increase by 30 percent.
